I've noticed on eBay there's a large number of 25th Tomax and Xamot's available without the shoulder pad. Forgive me if there's some obvious answer, by why is this?

I know its a popular customizing piece, are these sellers just getting rid of the figure after they take what they want from it?

The shoulder pads are prone to pop off pretty easily, I would guess the ones you are seeing on Feebay have been lost by the seller. This is only irresponsible speculation on my part however.
