Didn't Jem just start? Most comics sell better at the beginning and around certain "event" issues and then taper off. ARAH is the definitive Joe, and it always will be the "real" Joe as far as I'm concerned. That said, it is admittedly one of the weaker comics out there. There are a handful of issues that are very memorable and well-written, but much of it is rather forgettable.
GI Joe doesn't really have any truly great comics... And by that I mean genre-defining classics on par with DKR, Kingdom Come, Preacher, etc. The best Joe ever written was the "Cobra" miniseries, oddly enough, and I wish we could get more intense character studies like that.
