They don't have set release dates on most toys, toy departments typically put out whatever they get when it arrives or when they do toy section refreshes. Random appearing toys is pretty common at retail now, but it usually never mattered as we usually didn't have release dates assigned to them, typically it's done like "releases in fall" or a general month is given.
Partially why the Target release was awkward, you don't usually have specific dates on toys, they just dump whatever is in the back when they can. Quote:

The ME Joes in circulation around me have been battle-tested and are enduring as well as you can expect. Now if you want to talk about wobbly hips, the 25th Anniversary figures are in need of frequent correction. But other than that these ME figs are holding their own and the kids love them.

Marvel Legends figures feel like they are made of glass. My ME 3.75" Joes are much sturdier than my Scarlett Witch, Black Widows, Danvers Ms. Marvel, etc.
If you "play" with modern 6" figures (Classified or MOTUC or Legends or whatever) for any length of time, I am pretty confident the joints will become incredibly floppy. They may not break, but they aren't made to be constantly re-posed. I hope I'm wrong. Most of my collecting experience is with manipulating MOTUC.

I for one am happy that it's POC style figures. That was the best Joe product ever produced period. That ultimate Snake Eyes is one of the best bucks made to date and awesome for custom fodder. If you want new 4 inch product support the line at retail. Actually BUY IT AT RETAIL. Do not wait for it to go to clearance. It seems like Hasbro has their paint app problem fixed (50th line was terrible) by what I am seeing in the Star Wars line, so that is a huge plus. Hopefully the quality of plastic is also better than the 50th as well. I hope they release more Vipers and Troopers (eBay prices are nuts on the troop builders). I always need more ( I really have a problem LOL!) I for one am glad to have 4 inch Joe back at retail. Some of the 6 inch stuff is cool and I have purchased all of the released stuff so far but it will take up a large amount of space when displaying not to mention my heart will always be more geared to the 4 inch size. Yeah, I'm actually more excited about the vehicles than the figures. Especially the HISS re-release with that SWEET-ASS updated driver.
