If you go on https://gijoe.hasbro.com/en-us/characters. You'll see the characters that are scheduled for released.
For the JOE team we have. Barbecue Chuckles Covergirl, (who appears to be coming with a motorcyle. I hope that it isn't a C.O.I.L. repaint) Doc Dusty He's not a general Hawk Helix Jink Ripcord Rock 'n Roll Sci-Fi Stalker Wild Bill For COBRA Command, (in my JOEVERSE the ruthless terrorist organization that's determined to rule the world is known as COBRA Command,) The Ally Viper, (I see I'm going to have to send mine out for customization to remove the orange from the camouflage,) Battle Android Trooper Buzzer Ripper Road Pig (Road Pig's bio is funny it says he's on probation from the Dreadnoks,) Sand Scorpion, (I might pass on these,) Scrap-Iron Storm Shadow, (Version 1 inspired. Tommy went and got an full arm sleeve. I'm not diggin' the Batmanesque gauntlets,) The Crimson Twins Torch Zarana It's a dope list personally for the JOEs I would have substituted Barbecue and Sci-Fi for Spirit and he wouldn't be a lieutenant Falcon for COBRA, I wouldn't have went so Dreadnok heavy, but I would have included them. I would have went with either the original Dreadnoks or Zarana and Zander. Instead of the Sand Scorpion I would have went with the COBRA Officer. Switch out Road Pig for Dr. Venmon.

Weird how they released Breaker today even though he isn't on that list. It could be that list was made up by some guy in marketing as they made the website and they didn't have a list of what would be happening over the next few years. Today definitely gave us a reason to doubt it. I don't think it's meaningless, though--I think we'll see people on the list way more often than we see people off the list.

I wouldn't be leaning too hard on this list as a road map. We've already gotten characters that weren't on it (Beachhead, now Breaker), and we're already getting repeat versions before new characters in some cases.
I'd agree with the "more often than not" statement but largely only because that list basically contains most of the A and B-List Joe and Cobra characters (with a few exceptions like Spirit, Shipwreck, Falcon, Serpentor, and Dr. Mindbender) Incidentally, I never thought I'd see the day where Roadblock is tied with Snake-Eyes for the character with the most versions in a Joe line (Snake-Eyes edges out if you count the Fortnite version as part of the Classified line, though I don't). Honestly, this is what makes me think this line wasn't really planned out, and, if it was, they're not doing the original plan.

Why would Hasbro be false advertising then?
You can't compare figures that were dropped unannounced compared to that were slated for a release at a future date. Hasbro doesn't the negative press and their reputation sullied.

Something tells me you're going to be searching a loooooong time. So no, it's not false advertising, because it's questionable whether this is "advertising" at all, vs marketing, which is put plainly, not always the same thing. Quote:

And that's setting aside the moronically laughable idea that someone besides a lunatic fan is going to look at that page and then alert the press that Hasbro hasn't made action figures of all these characters yet! And yeah, I absolutely CAN compare those characters, particularly when Beachhead dropped early enough that his release had to be planned before the GI Joe Classified line ever hit shelves. The bottom line is that nothing is official until it's formally announced, and nothing on that page indicates that it was any sort of absolute roadmap vs. something slapped up to show potentially-new fans that the universe is larger than the first 10 or so characters that dropped. It was planned, Hasbro is just doing audibles or they're not announcing everything. They wouldn't have decided to drop Breaker with the R.A.M. off of g.p. It's my guess that with Breaker and the R.A.M. they're testing the viability of a adult's JOE line.

This is not "false advertising". False advertising is promising a product can do something that it can't. In addition where on Hasbro's site does it indicate that the listed characters will be released?
All the characters on the site COULD have been initially planned. But Hasbro has redirected efforts and changed art direction significantly since rollout. It's unrealistic to think character rollout would remain static. Testing? What are you talking about? They "tested" the line with 00 Snake Eyes. That was almost 2 years ago. Classified is a ROARING success. They aren't "testing" anything anymore.
