I think I have a resolute Beach Head one as well, but this one has no paint - it says HM on its chest and I think the Beach Head had it on its mask.
The little bit I’ve found says it means “Hasbro Master”

Yep, looks like a RoC Grand Slam mold. I don’t have the chips to tell you if it’sa legit paint master though

The parts look like a 30th Ace head, 25th Flash torso arms, and knees, and 25th Zap lower legs and feet.

Once the injection molds were created, they would have been tested with relatively small numbers of unpainted first shots (a.k.a. test shots), just like the figure you have there, to ensure all was ready.
If no further changes or corrections were necessary, then full production could begin for that action figure.

That’s a test shot. They’re pretty rare and there’s folks out there who heavily collect them. They are used to test the mold and to figure out which parts should be cast in color vs painted.
