People like to believe (and repeat as a mantra) that the transition to 6-inch figures was an organic, customer-driven progression. Personally, I think it's pretty transparently a producer-driven progression as a means to charge twice the price for about the same input costs per unit. Doing a scale that's smaller than the fairly common 7" figures (MacFarlane and the like) meant no direct competition or compatibility so you'd have to buy everything new from them in order to participate in the space.
I mean honestly, do you think consumers demanded this first? Who was collecting 7-inch that said "man, I wish these were just an inch shorter and they would be perfect?" Who was collecting 4-inch that said "I wish they would switch up to a totally new scale that nothing else uses so I have to re-buy everything if I want better than 5-PoA or 10-PoA?" I'm betting it was nobody.

That larger size comes with the added benefit of supposedly increased detail that's really just easier for old fart eyes to see. So it's all market-driven, but I reckon the popularity of the scale is the result of both collecter demand and industry manipulation. Don't forget though, the producers wouldn't be producing in that scale if no one was buying it.
And I think the first and last statement you make are connected. Would anyone here not be buying Joe, Marvel, or Star Wars in 3.75 if it were on offer and 6" wasn't?

For example, it's pretty obvious Hasbro gave their 1:18 scale Marvel stuff a much lower priority towards the end and cut articulation, sculpting and etc. That felt to me like Hasbro was seeing 1:18 Marvel as the kid's line and 1:12 as the collector line. EDIT: I completely forgot you can still buy Marvel in 1:18 too, albeit in a dumbed down "retro" form. I'm starting to see a trend of 1:18 being pushed as the preferred "retro" scale for collectors...with toy sales to kids dwindling, the toy companies are increasingly trying to appeal to adult collectors on multiple fronts. The plan seems to be 1:12 for the "premium," hyper-articulated figure collectors & 1:18 for the nostalgia set. Meanwhile, you have Spin Master who seems to be intent on producing their DC figures for kids regardless of scale. I think that's a big reason why their 1:18 DC line appeals to me so much, they're obviously meant to be toys and not "collectables." I appreciate that.
