It really was. Some of the multi-layered paint apps were pretty cool though, and they'd finally dialed in the softer plastics that they'd seemed to have such a hard time with for the 97-98 issues- no more broken thumbs!
Unfortunately, due to tooling being misplaced or destroyed, many of the reissues were cobbled together from alternative parts (Rip-It's waist is an example), and sometimes it was pretty detrimental to the aesthetic of the figure. The first example to come to mind is most of the post-ARAH Vipers. Until the Viper's pit 6-pack (which had major issues of it's own), all of the Vipers produced from '97 onwards had BAT legs, which don't go well with the uppers. Alley Vipers were even worse- IIRC, they had V1 Duke legs.

The closest thing I found was the '98 Mobat set with Heavy duty and Thunderwing at a Kay-bee in '01. Of course, not long after, the new sculpt stuff what starting to hit, and hit hard. What a mixed bag that era was- comprised of some of the best and worst GI Joe had to offer.

Interesting that Hasbro is now giving us Repro/Retros of Repro/Retro stuff. I remember disliking the dirt on the treads and the fact that the driver was a unique character, yet still buying 27 or so of these.
Anybody here a kid when these came out, or are we all looking back on early adulthood? Weird more time has passed since the HISS III came out than from the end of the original line to the HISS III, heck even the beginning of the original line to the HISS III. |

what exactly makes a HISS III a HISS III? besides the blue paint?

The 1989 HISS II was a totally redesigned vehicle with a different driver figure (Track Viper). When Hasbro decided to reissue the original HISS mold in 2000, they painted it blue (same as the HISS II) and called it HISS III. The original HISS Driver was also repainted blue and made an individual character named Rip-It.
