There's a couple of things that need to be addressed.
First and I think foremost Chu was coming in being asked to fix a franchise what was universally considered a dud. That's a tallllll order to begin with. Next aside from being saddled with cast members that they themselves admittedly HATED making the first film. He also was asked to make something new yet connected to the first film...essentially a soft reboot. Again...never an easy task. Now lets talk about Chu himself...sure he brought some level of enthusiasm with him, as a fan, and yes he also brought the film closer to what the fan base would like, but he hardly was the guy with the best resume for an action film. I'm not gonna crap on Chu for Retaliation but its clearly a film outside of his wheelhouse. AND I think we all know that the studio had all final say on both films...which kinda ties a directors hands as to what he can and can not do. For Chu it was a chance to try something new, for the studio it was a chance to save money hiring a director they could control. Next lets talk about the 'large' cast. Look its a cop out. The only returning cast from ROC were Channing Tatum which essentially was a small role, Arnold Voslo in a cameo, Lee Byung-hun, Ray Park who is basically a stuntman, and Johnathan Price. So you essentially had to deal with 3 returning characters. Stop. Don't blame a dog of a film on 3 returning characters. You want to blame your inexperience in the genre, fine. You want to blame a studio for dog collaring you, fine. Now Jem? That's all your fault dude...granted you had a super tight budget, but that film was nothing like a Jem film should have been and you needed to fight harder on that one. |

I've seen too many "real world" military movies with extensive casts to accept that the cast is too large in such a film. I don't have to know every character from top to bottom, and since the films didn't bother too much with extra curricular character development, I'm not sure the issue.
Also, if you don't add layers of non-existent character relations (I think Baroness was CC's sister and Duke's lover?), it helps make things more wieldy.

Avengers: Infinity War had a bigger cast than the first two Avengers films combined and it worked better than anyone ever could have hoped.
If you have a good script and a good director, you can effective juggle a huge cast.

He should of just did a live action version of MASS device or Resolute and it would have been fine.

I can accept that the shackles of the first highly flawed film would create significant hurdles for any director making that sequel. Inheriting someone else's vision and then being asked to fix it doesn't sound nearly as easy as having a clean slate to begin with.
But lets be honest, before Crazy Rich Asians the only film Chu directed that has a positive Rotten Tomatoes score was a Justin Bieber fan service film. Maybe CRA is a turning point for Chu, but before this he just was not very good.
