ive been rewatching the DIC series and the character selection for the joes of cobras seems off.
Most of the characters are comprised of figures released in 1990. bullhorn, gridiron, pathfinder, ambush as the main joes. gnawgahyde, metal head, and saw viper as the main cobra troops with the range vipers as primary gun fodder. with the exception of gnawgahyde these were all figs released the year the DIC series started. But he would still have been on shelves. But then you have the heads of the 2 forces, Cobra Commander(in armor) and Sgt. Slaughter. Both of which not available anymore at retail. then we had iron grenadier destro, lady jaye, and zarana also heavily featured. the later 2 gone from retail for almost 4 years prior to the series. So why were those characters chosen instead of any other of the 89/90/91 figures? or why didnt hasbro update the latter group?

Operation Dragonfire was 1989, the same year the Slaughter's Marauders were released. Destro was released in 1988 probably still on shelves.
There were no female figures produced in those years so perhaps Lady Jaye, Scarlett, Zarana and the Baroness were all added in for story reasons. Better to have a recognizable character than a random face we never see again. Cobra Commander was also coming out with a new version in 1991, but maybe the design was not ready yet so they used the old familiar but still new Battle suit Cobra Commander, and wrapped up the loose plot thread from the movie. lots of maybes.

The girls were the "token females". EVERY action cartoon had them, and often didn't get toys (the concurrent Hasbro series COPS had TWO female characters on the team which never received toys). They were simply there for story purposes and diversification. Though I kind of suspect Lady Jaye MIGHT have been earmarked for a Slaughters Marauders run at some point. Quote:

Those characters were chosen based on their popularity and/or needs to the story. Cobra Commander and Destro were the "top" Cobra villains, and were recognizable as such, so they used them. Sgt. Slaughter was GI Joe's spokesman, so he was a logical choice, and of course, you need some token female characters on both sides (Lady Jaye and Zarana being the most recently released).

I remember watching episodes of ARAH as a kid in 86, 87? and wanting a chrome-faced Cobra Commander badly, but never got one because they only sold them in 82/83

To be fair, short poor Overlord and some 89 stuff, all the 1990 and 1991 (and even a good bit of 1992) WERE featured in the series. Those characters were chosen based on their popularity and/or needs to the story. Cobra Commander and Destro were the "top" Cobra villains, and were recognizable as such, so they used them. Sgt. Slaughter was GI Joe's spokesman, so he was a logical choice, and of course, you need some token female characters on both sides (Lady Jaye and Zarana being the most recently released). Also, as you noted was that Lady Jaye was given a more Night Force/ Slaughter's Mauradersy colorscheme and Scarlett was given a bright tone to fit in with the ninjas, sonic fighters, and eco warriors in season 2. The Baroness and Zarana were also recolored. I still think it was a hugely missed opportunity to not at least release all of those figures as repaints in the 90s line since none of those females had figures in more than 5 years. As a kid this hugely bummed me out as I was way too young still to ever have had a chance at getting the original figures. I had a couple friends that let me borrow Battle Armor CC. another thing to note is that Serpentor was also in Operation Dragonfire but still available as a mail away for a long while. I just remember even as a kid that any character that had no figure update was recolored in some way (Serpentor, Lady Jaye, Scarlett, Duke). I wanna say there were more but that's all that comes to mind. even so...What I found even as a kid to be odd was that many of the main characters especially Battle Armor CC and IG Destro is that they were heavily featured in the cartoon but at that point no longer being sold. Really...I kinda think as long as the writers got the new action figures in there somehow they probably didn't care. and like you said...aside from a few nearly everything had an appearance.
