Walmart is carrying some kind of ornament-like line of Barbies that look 1:18ish, and the current Polly Pocket line might be.

My daughter has GI Joe figures with her Fisher Price set. The furniture works well with them, but I don't know how big are the Fisher Price people are.

you're going to have to go to the flea markets in your area and examine the toys being sold there. I've found, and bought, 3 3/4 inch figures from many of the older toylines there... some are too large for joes but a few are compatible with joes. I have a pocahontas, which is too tall, and two mulans and an anastashia which are roughly the right size. A few of the barbies are roughly articulated and can be used with joes: The current Star Wars Clone Wars figs are smaller than a joe but could be used as a daughter or kid sister, with some modifications.
