I wouldn't be so quick to dogpile the Legends team. Although I didn't get him, Zabu looks absolutely amazing. So I'd say it's a case-by-case basis. In this case, for whatever reason (possibly public interest), they didn't go all out on Lockjaw.

Went to Ollies last weekend, alot of Marvel Legends and Black series figures, picked up 3 of the Konshu BAF figures, Classic Loki, Howard the Duck and Zombie Scarlet Witch, wanting to build Konshu and thats a cheaper way to do it, lol.

Zabu is a BAF though so tooling expense is spread out across the wave.

Just got the Black Knight, Sersi 2-pack from Prime Day. Was going to hold off and wait for a better Black Knight with Blade (whenever that gets released), but couldn't pass up the 2-for-1 price.

The point is "effort" not tooling costs. Cosmo was also a BaF and lacked leg articulation. Pretty sure they could've ditched the additional head (though it's adorable), to add articulation to the legs - which would also have saved cost, not having to include the sitting legs. They'll put the effort into Zabu since he's X-Men adjacent, but not Inhumans, since it's not one of the more popular teams.
