I got this odd dragon-like figure from a bag of mixed toys. It is made of flexible plastic and the front legs are 1/4 of an inch lower than the rest of the body. I can't find any makers mark on it. I would like to know what this is and what it came from.

What you have there sir is a piece of the Power rangers Dino-Thunder Tricerimax Command Center. When the trailer is closed up this little dino thing sits on the trailer above the cab of the semi-truck piece. The detail on the head looked very 'dino-thunder-ish' so I just did a search for dino thunder toys and found it pretty easy. (Dino-Thunder was the current 'Ranger show when my boy was six or so, so my house was covered with those toys- including the command center semi-truck: which was the only way to get the main bad guy of the show)
