Issue 21 also has Cobra Commander greeting Storm Shadow and ordering Scarlett to be taken to the dungeon. Cobra Commander is front and center and not merely handwaving his top lieutenant away.
Destro also gathers the garrison to storm the tower and stumbles on Snake Eyes dressed as a guard. Destro would be talking and definitely asking the uniformed man on the stairs what happened. Snake Eyes is a sneaky bugger and will feign being dazed to avoid talking. |

I like to think of #21 as "a story that can be told through just the plotting and art" is a better, if less snappy, description. If that is the criteria, then I think the recent 5 issues all perform quite well. If they really wanted a "silent" issue, I think you'd either need to set it in the vacuum of space or have an issue where Footloose is next to an explosion in panel #1 and spends the rest of the issue deaf until getting back to base on the final page and Lifeline holds up a notepad saying "hearing will come back in a week". Maybe a Night Creeper focused issue where they assassinate a bunch of people from the shadows, but that doesn't have much story to it. I read the Roadblock issue last night, have not gotten to Duke yet, but it did occur to me a few minutes ago that one or more of these silent issues could have been used to spotlight Joes who would work in silent environments, like Deep Six, Torpedo, Countdown and the like.
