How likely is it that the Serpentor clone becomes Philip Rey in this universe and what are the reasons to have Serpentor killed off in the past ?

Skybound/Larry has not been too interested in exploring Clone Snake Eyes yet. I assume we will not learn the extent of his memories until it becomes important to the story.
Now that Sean is redundant, having him team up with Laura 343 and cause some off-the-books havoc would be a fine turn of events. Laura seemed pretty easy to turn given that she was a Crimson Guard member. Having the Ninja Force come down on her to verify she has given up on Cobra/evil would be a natural progression. And what was wrong with Fred VII as leader? He was more technical minded than charismatic, but he did win the Cobra Civil War. Does one need special skills to run an international terrorist organization? There are lots of individuals who can sway a crowd and become leaders, but are otherwise rather poor administrators. It would be poetic if a Springfield child killed Cobra Commander. If he is never again going to become the man I used to see as brilliant and terrifying, may as well take him out of the story. Maybe he could return 50 issues later with that "black and silver" aggressive edge he had in issue 100.
I think all your guys' observations on Fred VII are spot on.

I have never followed this continuation where Marvel comics left off or how the fans are calling it the "Hamaverse" but from what I've flipped through some comics here and there and read synopsis of several storylines it seems to be a retread of past plotlines, how many times can Cobra Commander take over every town called Springfield? How many times can Serpentor be cloned? Did Snake-Eyes really die? How has this comic lasted so long?
