I don't like to use this terminology, but I think it Jumped the Shark (argh) with the Phoenix Guard thing. It was sort of a borrow from the original "Thunderbolts" concept in 1996/1997, of bad guys disguising themselves as all-new good guys.
Shortly after, I also remember some love-fest between General Rey, Duke and General Colton that had me rolling my eyes. I can't recall if it was "America's Elite" or the previous DDP series, but the occasional re-shuffling of characters for a smaller team seemed like someone picking out his favorite action figures. For example: Shockwave and Barrell Roll?
