It's never been established in Canon when Tommy's dad died or even what he looks like. His mother is American, ethnicity unknown, and could still be alive.
Correction: Storm Shadow's mother's ethnicity is known. She is Japanese-American because Jinx is Storm Shadow's second cousin on his mother's side. Also, his mother might be a part of the larger clan of Arashikage, since Jinx's last name is also Arashikage. That was the basic premise of Snake Hunt, the two Snake-Eyes even traveled right through Mindbender's lab together. I thought he was going to do it then, but then he stuck to his guns and kinda faked us all out. But I feel like we are about to get Snake Hunt 2 with all this talk about "you know what would be a great devious plan - I'm going to kidnap Snake-Eyes and put him in my brainwave scanner! For the fourteenth time!" Like, I don't care. Every other plotline being about the amazing Snake-Eyes is the reason I'm glad he was released from the story. GiJoe suffers as a story whenever Snake-Eyes eclipses everything else. I don't mind coming back to his Vietnam origin once every 75 issues or so. That whole thing is it's own little story within the greater story. But GiJoe is so rich and most of it is being left on the cutting table.

I kind of liked the issue, although I have that ominous feeling that we’ll get a clone with Dawn’s memories too, and I’m not crazy about that. I thought the train fight was fun. It wasn’t the best Joe fight ever, but I always enjoy them taking on terrorists. I love the Snake-eyes Vietnam stuff, so that was enjoyable too, although they seem pretty casual about losing half their squad.

These are small nitpicks, though. Over-explained plot dialogue aside, I genuinely enjoyed this issue.
