G.I. Joe Cobra World Order Prelude #1 Preview: I picked up my copy at NYCC 2015. The book is itself is not really "Prelude" to the Cobra World Order, but more like a Who's Who of the G.I. Joe world and their roles in the history of the comics.
GI Joe Cobra World Order Prelude #1 Preview - Review - HissTank.com If you are currently reading the ongoing IDW ARAH books, you can skip this and not miss a beat. The covers don't match the story once again, and it's content is more for a person who has never picked up a G.I. Joe comic ever. It's filler that long time readers will find very annoying, but if your jumping on for the first time it will give you a small snapshot of the G.I. Joe Universe. Personally I would skip this issue if your a fan or G.I. Joe already and know the history of the characters. Wait for a book that has actual new content and some story behind it.

I've seen this "cover not matching the issue" issue mentioned a few times. Like the cover is an issue ahead or vice-versa? What the Hell???

So Destro...it's not numbered in the same way? #219, or whichever is next up? No new content whatsoever? The preview pages seem to show a "Fred" series character getting a tour of the PIT?

Actually this particular Fred has been in the story for quite a few issues. Hama really pushed and developed the fact that he was working on the campaign for Mindy Ling, and now we know why. His part of the Cobra World Order movement is to infiltrate Congress itself. Why the Joes do not recognize him is beyond me. They know who and what Freds are. The Crimson Guards are going to play a huge part in causing havok all over the globe. Another Fred works as an ATC. They just had a reunion meeting with Cobra Commander as guest speaker and we learned there are more than just Freds out there. Anything a Fred does at this point is going to have consequences later. Then again this is Hama we are talking about, he may just leave this Fred out in the cold and not follow up, he tends to do that lately.

Remember that Hama has always said that he treats continuity as an inconvenience, not seriously regarded by the most "intelligent" comic fans.

Oh totally, very familiar with Hama's thoughts on writing.
That Fred and Duke are both pretty good actors. Pretending they don't know anything and acting shocked. That is what I took away from this issue. The interplay of those two was almost comedic. We also know who the players are going to be in this eight part series. Hama pointed out several guns on the wall.

From a reality standpoint, the fact that all the Joe bases were blatantly revealed to a Crimson Guard is a pretty serious thing. That's "Hillary Clinton" x 10! Then again, I guess all the Bad @$$es at Delta HQ aren't worried about I.S.I.S. barging in their front door and blowing things up.

I decided to pick it up anyway. I enjoyed the Joes "rattling the cage" of the Crimson Guard Fred series... ;)
But I agree that it was lacking plot development, and created with the main purpose of providing a jumping on point for new readers. If I was impressed with anything, it was that Hama seemed to actually remember what he had written previously. Shocker, really.

After reading this issue, it reinforces my feelings that this story arc is the end. It seems like the setup for Larry to close the door on it, and then maybe a Snake Eyes "past" story issue at the end. I don't know, maybe the fact it is a convenient jumping on point totally proves me wrong.
