I know they were probably going for some personality quirk. But really, if he just likes the demolition part of it and hates the water, why didn't he become an army EOD. I know they were looking for a funny thing "hey, here's a water guy that hates water, that's great". Just never made any sense. I guess you can trace the ironic personality quirk/specialty combo back to the days of Blowtorch (flame weapons specialist afflicted with low-grade pyrophobia) and Tripwire (klutz who happens to be good with disarming explosives) but at least there was some sort of reasoning behind it: Blowtorch is afraid of fire because he's seen close up what it can do to human flesh, and for Tripwire, the threat of explosives helps center and focus his perception and motor coordination into a Zen-like state of calm and control. With Depth Charge and Sub-Zero, it seemed like the filecard writer just threw in the ironic quirks for the sake of quirkiness. |

Another clear difference between Hama's filecards, where the quirkiness has a reason that made them better at their jobs (Blowtorch and Tripwire), and the later filecards where they thought they could get the same feel as Hamas (Depthcharge and Sub-Zero).
I like the idea of Steel Brigade being an urban unit. And I see them as a true urban, talking major city, combat unit. A cross between a SWAT unit and a Ranger unit with some DEVGRU thrown in. Terrorists talking over a couple of city blocks in New York City, send in Steel Brigade. The Joe SWAT unit would be part of the overall Steel Brigade (this would include Shockwave, Mayday and Bullhorn). hhhhmmmm... but how to integrate this into my Joe force...

How do the Joes get away from operating on US soil anyhow? When they become joes do they become deputized federal agents? or is there an executive order that suspends the posse comitatus act?
I've been thinking of how to integrate the Steel Brigade into my joeverse. At the moment, I have all the SWAT and Security types as a separate subgroup of federal and law enforecement specialists. I've also got plans to incorporate COPS characters into this unit after seeing tanker Darkhawk's inspired use of them on another thread. That was genius |

I think the "covert" idea of the Joes was to get around it all and let the Joes operate on US soil. No one knew so...
Didn't Zulu come up with a decent way to get around that or is his Joe still outside borders only? Joe #4, with the Wingfield compound, would have been a pure FBI operation. Can a military unit be deputized?

For example: Cobra (maybe the Crimson Guard) decides to invade a city - could be anywhere, but let's say Paris - The Joe Team responds by sending Steel Brigade. They coordinate a counter invasion to take back the city. a battle over an entire city would be pretty long - it could take weeks. So as the battle continues, and Steel Brigade creates a foothold, both sides set up operations centers and infrastructure. The lines are drawn. As the campaign continues and intelligence reports come in, the SWAT team would be sent from Special Operations Command for certain special missions against selected Targets - sort of like Delta Force in Mogadishu in '93. Steel Brigade acts as the major Urban force like a combination of Marines & Rangers (of Royal Marines & the Parachute Regiment (I always liked the Brit units)). The Convention SWAT team acts as a Special Forces Strike Team in conjunction/coordination with Steel Brigade, but not directly in their chain of command... I imagine Bullet Proof or Sure-Fire would assume in-Theater operational Command, and General Hawk would oversee this operation, along with all the Joes' operations from HQ.

Steel Brigade is specially trained for direct urban conflict, not CBQ, but city conflict. Building to Building, but more importantly, skyscraper to skyscraper combat.
Fighting battles in the middle of New York City would be alot different then fighting in the open or even a city like Mogadishu. The SWAT unit is part of Steel Brigade, but not directly attached, so they can be used seperatly from the overall SB unit, but able to function fully on their own as needed. The SWAT unit would deal with hostage negotiations, hostage retrieval, etc.. SB deals with retaking cities from terrorists.
