You could make the arguement that the Joes, as a unit, are "rogue". So far in IDW we haven't seen what their oversight is and Hawk seems to be operating with ALOT of freedom. Pretty much everything he's done so far could land him in front of a Congressional Committee.
So who is "running" the Joes?

I don't know if I'd use the word "dirty", but I think "tougher" and "more willing to bend the rules" would work better.
This Hawk seems like he's a "the ends justify the means" kind of guy. Look at what he's made Chuckles do. The "op" he's running in the US in Origins (and am I the only one that thinks the bunker they're in will end up being used as the PITT), Congress would have a field day with him on that one. I think they'll end up being a US unit, but I think we'll find that they are completely "off the books", which is why Duke had to "die" in #0 and SE was "killed" in Origins.

I like the idea of the Joes operating with a lot of autonomy. The few people in the government who even know they exist prefer to not know too much about how they operate. If only for plausible deniability.
Hawk gets his orders then its up to him to carry out a mission how he sees fit. This is where the experience of the other Joes comes into major play. He has to be able to rely on guys like Falcon, Flint, Duke, Stalker, Beach Head, etc. to be able to take the lead in certain cases. |

Yeah, I don't know how IDW has the Joe Team's chain of command stuctured. I guess for my own Joeverse, I feel like JSOC is the most realistic. It's a combined arms team, but they would still fall under Special Ops Command for funding, authorization, and oversight.
I just can't see the American government, especially with the current administration, turning over any ammount of "autonomy" to any general, especially one who is only a 1 or 2 star general. Maybe during the Reagan or first Bush Administration, but not since Clinton took office... and there's no way Cheney or Rumsfeld would have relinquished control.

So something I was thinking of the other night. Who man's the mission room at Joe HQ? You know there's at least a comm officer, intell officer and maybe a satellite technician or something like that at the Mission Room during all Joe missions.
So who's in charge? And more accurately, it's plural. Who are the people in charge? If the Joes are on a mission, Hawk can't be expected to sit in the mission room 24 hours a day until it's complete. And, at least in my Joeverse, there are multiple missions being run at the same time. So who's the officer in charge during the missions and who's the back-up? I think this is a good place for all those extra generals laying around.

New and updated composite images & filecards:
Clockwise, from top left: Tracker, Switch Gears, Sparks & Shockwave Design notes: - 1991's Tracker, in my opinion, had one of the worst pre-Battle Corps outfits of any GI Joe character, Joe or Cobra. I mean, just look at him. A maroon "GI Joe" tank-top jersey, cream-coloured knee-high socks, bright yellow track pants cut-offs, and high-top basketball sneakers (in LA Lakers purple-and-gold, no less!). Forget about Cobra, this guy's looking to get shot by the fashion police. Switched the toy's weird visor with an AN/PVS-7 night vision monocular device. Since his birthplace is listed as being in Arkansas, I switched his tank top with a University of Arkansas Athletics jersey (the fact that the team's official colour is maroon was a helpful coincidence), and gave him mroe reasonable trousers and footwear. - Switch Gears is a somewhat straightforward translation of the original figure (sans the metallic armor bits) - Updated Shockwave's head with a more traditional SWAT look. Also updated his filecard a bit (added a foreign language proficiency entry and updated his education history). To read their full filecards, click on the Filecard Project link in my signature.
