In your Joeverse, did Hawk have a surviving #2? If not, and there are no high ranking officers with operational experience available then they would probably bring in someone new.

Courage is the next highest ranked on your list.
Then maybe Major Storm or Sure-Fire. Unless you make any of the pilots the commander. I use Flint as a Colonel in my Joeverse. Hawk just never told him he got a promotion. My Duke is a 0-7 Brig. General Equiv. since he's a government agent. Duke from the movie line seems to be a Major now. Steeler, Falcon, Cutter, should all be Majors by now. Rapid Fire looked normal in the 12in line he may work. |

Of course, if you really want to get technical- a general officer can be called back to active status at any point in time- even after retirement- Black Jack Pershing was running around as a special advisor to General Marshall during WW2- the guy was in his early 80's.
