Lot of authors before becoming famous did stuff like this. Authors for hire, same as in the comic industry, a company gets a license and sees whoever is available and they can offer a job too. Often the case for movie adaptation novels as well, not exactly glamorous jobs or what the author wants to do, but they do whatever comes there way and makes a paycheck. "hey you available? we need you to write the novel for Fast and Furious Part 25 in a week" "ok"

Dragon Queen, Moth Lady, Wild One and Vultura all look quite fierce*, and are vastly superior to any of the OG MOTU women/"Princesses of Power", imo.
* Plus there are multiple cool variants.

I grew up in southern California in the LA area and it was the same way here, She-Ra stuff was always sold in the girls' toy section.
Here's a pic from the '85 Sears X-Mas catalog, and Golden Girl and She-Ra are on the same page (smack dab in the girls' section with Cabbage Patch Kids, Barbie, Rainbow Brite, Care Bears and Pound Puppies).
