I neither remember nor exactly understand the reasons, but Hasbro engineers had to manufacture the upper arm section near the shoulder joint using a different non color changing material, just like they had on the Zartan action figure. It was an unfortunate, but necessary change to the figures if they were to retain their color changing play feature. Both figures lost their tattoos as a result, and their upper arms were replaced with the same ones as Zartan. They even went back and painted over their artwork, such that the tattoos were no longer visible. That change happened late enough in production that some of the original Zarana and Zandar artwork had already been used for other products or promotional materials, which allows us today to see the original design intent.

When I was a kid I instantly assumed Zandar's scarf was originally part of Zarana's shirt, which is perfectly reasonable given that the characters are siblings, the pink shirt on the Zarana figure is obviously ripped (a hemmed shirt is not jagged and uneven), and the Zandar figure's scarf is a ripped piece of pink cloth.
