IIRC, 1992 actually had better sales. The success of 92 lead to the huge rollout in 93. Kind of like how strong 86 sales lead to the 87 getting one of the largest figure assortments (prior to the 90s) and two MASSIVE playlet releases. The Flagg gets all the prestige and the size, but the Defiant was a fundamentally more impressive overall offering.
1993 was a bloated year, and that is reflected in 1994. That and Power Rangers coming from out of nowhere to upset all the big boys in the industry. From all the research I've done and read...I'm not sure the sub line dominant structure of GI Joe was sustainable. We know 1995 was slated for Battle Rangers, Ninja Commandos, Star Brigade (including the Replicators), Manimals (with an egg figurine assortment) and Sgt. Savage. Plus the array of 12" stuff. For 1996, "X-Soldiers" were being developed. As another "me too" segment, I'm not sure what kind of longevity that line might have had. Unless sales were really good, Star Wars would have rendered the entire Star Brigade segment superfluous. Sgt. Savage was planned for 1996, and WW2 nostalgia might have given it some extra life. Ninjas are always a solid option, so I think they'd keep those rolling another year. But I think the brand would have seen contraction that would have killed a LOT of the line's assorted sub lines But I think that, had GI Joe continued, we would have seen the line go through some sort of major revamp around 1997-1999. The ARAH design was aging, and market trends were still shifting. If anything, I think something akin to the new sculpt figures in 2002 would have appeared sooner as a means of revamping the segment.

Basically, the GI Joe team’s attempt at going against the superhero lines popular of the day. The concept art looked very 90s superheroes with each being an archetype with a specific gimmick. No word on scale, but the descriptions made me think they’d be larger than 3.75” (probably closer to 5-6” like most other superhero lines). Joe Declassified had a feature on them in one of the newsletters.
From how the line was written about in the book Toy Wars, it SOUNDED like Bozigan’s big push to rejuvenate brand sales as Kenner was kicking their asses all across the aisle. Alan Hassenfeld basically had to pick between continuing GI Joe with X-Soldiers and the existing (fractured) brand or hand things over to Kenner who presented Extreme. In my opinion, I don’t feel X-Soldiers would have made much of an impact in the market. I think it would have only further diluted the GI joe brand identity as ANOTHER trend following copycat. If it had been the central push for GI joe in 1996 (ie, few, if any, other sub lines competing), I think it would have done as bad or worse than Extreme ended up doing. With Kenner, Playmates and Toy Biz already having the superhero market covered, I just don’t think X-Soldiers (regardless of what their final name would have ended up being) would have been able distinguish itself outside of being kind of like all those OTHER heroes already on the market.

Kenner is referred to as a separate division by Kirk Bozigian, even after they were purchased by Hasbro. It seems Hasbro pitted Kirk's team against the Kenner team, thinking the competition would result in better products, I suppose.
