In Sunbow he has some sick 80s metal hair, but in the comics he has a hood and is later seen with an orange mohawk. I don’t think he’s ever seen without the hood prior to his mohawk, so we can’t for sure say he’s bald. Maybe he has the orange Mohawk under his hood. Maybe in Sunbow his long hair is a wig like the rest of his disguises, maybe his Mohawk is a wig, maybe he himself is actually a wig. Maybe I am a wig, maybe you—yes you reading this—is actually a wig. Maybe we are all wigs! We will never know.

lol I never noticed that shot in the animation where it was actual hair! Regardless, it's a hood to us "figure is canon" kids, always has been and always will be. A master of disguise in a hood makes sense, not with a luxurious red mane of man-hair.

I read somewhere Shakespearean actors often sport shaved heads so wigs can be worn more smoothly/snugly. (Also another incentive for Zarana/Lady Jaye to keep their hair as short as fashionably possible.)

When Zartan trades places with Ripcord in the comics, he puts his hood onto Ripcord after defeating him. However, I seem to remember it happening as he uses his holographic to change into Ripcord, so we didn't see his hair at the time.
In flashbacks, he is often in a full head mask and hood.

Lol! I thought he looked more like Alice Cooper when he wears the dark makeup around his eyes.

Zartan was also depicted in the Marvel Comics as having a blonde ponytail, so it's conceivable at one point he had a mullet
