I figured it was some sort of flexible metal alloy with a very tight fit. Almost like wearing an Under Armour ski-mask... but made of thin, flexible metal.
Someone mentioned the good ol' "unstable molecules". Another (Marvel) comic explanation, but in the mid-70's, Iron Man altered his face mask with some sort of experimental alloy, so that it could be more expressive and show his facial features more. I think it was mostly an artist's request, so they could convey emotion with Iron Man screaming, narrowing his eyes, etc.

Nanotechnology? That seems to be the answer for everything when "subspace" doesn't apply.

As a random aside, whenever I read the comics, I always did Cobra Commander and Destro's voices like the cartoon voices but without their masks I read CC with a normal voice and Destro with an Irish-tinged voice. I just pretended that the masks had voice filters which made CC sound like a snake and Destro sound like a black guy lol. This also made it believable that Fred VII could pass off as CC because one would assume that the voices would be different. Not really sure how it explains hooded CC but I went with it anyway.
Also, whenever Zartan or Zarana impersonated Joes I would always match the voice as they were "masters of disguise." I figured if Zartan could holographically project a person visually, he could do the same with his voice. |

In the cartoon, they do "steal" the voices as well. I'm pretty sure there's even an episode where Zartan explains the process (sorta).

Yeah. That's pretty much how I figured it, too, though it was funny when Fred spoke (and you imagine Chris Latta's voice), because he didn't talk in the same style as the original CC.

Ron Rudat said Destro was inspired from watching the Man in the Iron Mask on TV.
You do not really need an explanation other than crappy animation or just the animation medium in general. Not only did his mouth and face move but he had eye brows on Sunbow, lol. Destro's face moving was not really any different than Transformers or Go-Bots cartoons. I think the Sunbow toy commercials features an alt Destro with the open mouth like the figure and regular human eyes that was to imply more a metal helmet. |

Wearing a metal helmet like he did would probably be toxic or cancerous.
