I’ll at least go to bat for the idea that the “best figures” category legitimately includes their characters, particularly when talking about their first appearance or most classic looks. It definitely is not supposed to limit itself to that, though, and sculpt, accessories, and other factors do need to be given real weight, unlike in a characters list.
That said, imo, this list is a mess. |

I think it is sad that the only figures listed include nothing after 1986 and the line went on for eight more years after that, some being the best GI Joe figures in my opinion.

But as dismaying as it is that these awesome figures don’t get the respect they deserve, I can’t really argue that they deserve to take the place of the Rudat all-stars, which I think really were as good as their reputation. IMO the problem isn’t so much that the list stops with them as that a Top 10 is just far too short to convey the flavor of how much depth the line had over the years. You’d need a Top 25 just to start to hint at that. Otherwise it’s like making a starting lineup out of a Hall of Fame; there are just too many deserving candidates to properly credit everyone in such a short form. I am not angered by much these days, but do I personally agree with the list? Definitely No! Baroness, Destro, Storm Shadow and Snake Eyes; of course, would make any top 10 G.I. Joe list. But to exclude Cobra Commander, Duke and Stalker makes absolutely no sense.

It is indeed a travesty, but it's no surprise. She's always a early waver as the absolute, undisputed premier female Joe character. Early wavers, as we know, are almost always "not quite there" in terms of quality, look, etc. All part of the development process. Why she hasn't gotten better redo's later in lines, not quite sure. Hopefully Classified rectifies that some point soon.

As far as Ninja Force Scarlett, obviously the articulation reduction from the action feature totally sucks, but I feel like her headsculpt easily withstands comparison to the first version of Scarlett, Cover Girl, either Zarana, and Lady Jaye, none of whom set very high bars in my opinion —— as characters, yes, but as headsculpts, no. I’d call Baroness easily the best 82-94 ladies headsculpt, and if you count them, imo Chun Li and Sonya Blade were up there too, but imo women’s headsculpts generally was just an area Hasbro struggled in, when they made them at all.
