Clearly what they did was literally take the LAST production version of each character that Hasbro produced, and fiddled with the colors. For Scarlett and Roadblock, we got new heads but otherwise exact builds of previous figures from the neck down. Almost all of these were released in the 50th line except for CC, which the latest version that was released was the SDCC set with the cardboard rocket base. RB was the oldest figure build they dusted off, because (besides the Club’s Big Lob) it uses the exact same body and vest as the Retaliation 3-pack.
Even with Duke, they could’ve pulled his proper webgear from various older builds, but it’s a direct repaint of the 50th reissue of the “Best of” set, minus the JUMP pack and flag. They just painted the silly ass X-harness green to match the card art. The entire third wave is even lazier than the first wave, because not only are they direct repaints of figures we’ve gotten a dozen times now, they left out a lot of gear that at least the first wave had packed into their bubbles. How barren and sad are those enormous bubbles with a tiny knife centered above CC for example? I was holding out hope for this line based off the promising first wave of drivers, which have more effort than the rest of the single-card waves combined. |

But regardless, aside from MAYBE new lower arms on Scarlett, the only tooling they dug out was used most recently in the 50th. Roadblock is about the only “older” build used from that 3pk, and unfortunately they used those same lame legs.

The Club most recently used the RB torso for TF RB so maybe they had that “out” from them, to access? So with all that, “laziness” is the biggest culprit. They accessed what had recently been used, and didn’t bother beyond that.
