But aren’t military imposters like High Tide (Copperhead) about as much of a Navy SEAL as Cobra Commander was genuinely the White House Chief of Staff (Garrett Freelowe)? The Phoenix Guard was a charade, and the cover stories of it's members deserving no more mention than Robert Remus’ stories of his Vietnam tours.
While Copperhead was guessed to be a speed boat racer in Monaco and Japan, and possibly a native of the Florida Everglades, he never had any US service record, nor was he a Navy SEAL. For that reason, High Tide does not belong on this necro-thread’s G.I. Joe Navy SEAL list.

The action figure was released in 2001, but the Navy didn’t phase-in the first sailors to CWO5 until 2003, so was this only a mistake of a toy product copywriter who wouldn’t know any better? Wet Down is more likely to be a CWO2.

The name on High Tide's file may be false, but we don't know if he did military service prior to his racing career. It's possible he was a SEAL and got kicked out of the SEALs for bad conduct.
It’s almost as if one particular G.I. JOE: America's Elite comic book writer in 2006 just made it up, and that’s why neither the Hasbro design team nor Larry Hama knows about it, or included it into their works prior to or after 2006.

You also have situations like Sneak Peek dying in Larry's Marvel run, where Dusty carries the body miles across the desert only to have him show up in Larry's IDW run as a deep cover agent. There's literally one of the longest running threads on this site dedicated to trying to make sense of the backgrounds Larry and the writers created.
