Many of them can not fit the newer figures, also many of the old molds are no longer in existence or are in poor shape. GI Joe is no longer a premium money maker for Hasbro so they can't justify putting the resources in a brand that isn't making the money that say Transformers or My Little Pony is making them.

You know what would be really Cool, is if Hasbro used a 3D printer and made new vehicles using an actual existing old toys as the model.

If GI Joe ever becomes a vehicle heavy line again it will be in the 2.5" scale. They even have Sigma vehicles at the ready I'm sure. This is possible. Also possible is a 6" collector line that is basically figure only-with maybe a JUMP, trouble Bubble, CLAW or RAM thrown in. I think Hasbro will be slowly phasing out 4" highly articulated figures. I'm assuming Star Wars is the only brand that will cling to the 4" figure with multiple points of articulation--even that is probably limited.
Hasbro has signaled they are cutting 4" articulation and some of the costs to consumer. They also are signaling that they and retailers are happy with the space and price point associated with 6" collector figures. Fans will not accept 5 PoA Joe figures at the 4" scale so Hasbro won't make them. I assume we will see one final hurrah for 4" as TRU exclusives this fall blending in some concept and repaint figures. I think 2016/17 will bring something new to the Joe line...and I doubt is is highly articulated 4" figures. I'm no prophet, but Hasbro seems to be signaling this, and the boy's line market seems to be signaling this. Take that as you will. If you see a lot of vehicles--they will likely be in 2.5" scale.

Hasbro creates a new online subscription service for GI Joe. The subscription service will be based on fan interest and # of subscribers. If the pre-sale goals are met hasbro will release 12 figures in monthly shipments of 2 figures. 1 Subscriber optional figure and 2 subscriber optional playsets/vehicles per subscription period (period to be determined by demand). Figures marketed at $20 each + shipping; vehicles marketed at $25 + shipping for small vehicles or playsets (awe striker/old hiss size), $35 each + shipping for med vehicles (snow cat/ modern hiss size), and $45 + Shipping for large vehicles (Tomahawk/rattler size). Would that feed your Joe fix or make you more upset?

Also, 3d printers don't assemble things, package them, or render them in a cad file.

But so far its unsubstantiated rumors at best. And, Hasbro should still have a horde of existing usuable ME parts suitable for a 2016 movieline. Also the only time i recall hasbro investing into a scale switch, it was paired with a kids TV show, sigma 6 & sunbow. I doubt you will be alone. Im Looking to Compliment my existing display of figures/vehicle. I wouldn't be interested in starting over with a different scale of figures i already have plenty of.
