Mine's loosey too. They're easy to take apart, I might try a bit of masking tape to the back/bottom of the neck ball to cause some friction. Might do that to loose knees too.

A loose neck is most likely caused by a back screw that isn't tight enough or a replacement back screw that doesn't fit properly. Friction wear on a neck is unlikely unless somebody really liked to do some neck twisting.

A thinker replacement band usually tights the neck up.

Take your fingers and press the chest and back together. With your other hand move the head. If it's now tight, you just need to tighten the screw just slightly.sometimes people don't tighten the screw all the way in fear of stripping the threads. I always hold the chest and back together and test the neck and shoulder joints for tightness. Then tighten the screw slowly until it catches.
Best fix for knee joints: take the leg apart, and drip a little crazy glue one the post and wipe the glue even so there is no bumps. This will put a nice coat and seal up/stiffen the post. let it completely dry(sometimes overnight to be sure) then put it back together. Should be as good as new. As I was typing this, I realized there is a lot of innuendo.

You may want to try taking it apart and coating the ball joint with some clear nail polish and putting it back together after it drys. I've never tried it myself but it stands to reason it would close up some of the gap.
On edit, I just saw you said without taking him apart. Maybe get a fine tip brush at a hobby shop and try to get it along the neck line.

For loose neck balls that cannot be fixed by tightening the back screw, I open the fig, put a dab of super glue on the torso where the neck rests (one side only) and let it dry for 4 hours or more. Once done, I re-assemble and 99% of the time it tightens the neck up just right!
