As for the things that move. Some could. If you have the skill to HIT a target from 2.5 miles out, you have the target to track it if it moves. but yes. I'd see him much more like a sniper than someone on the line. And just like a sniper. You factor all that stuff into your shot.

Imagine a laser pointer when you play with your cat. you hit the button and the dot appears somewhere. you wiggle your hand and your cat chases the dot. you don't hit the button and suddenly have a light saber reaching to the floor.

We are talking toys and fantasy here still, right? I mean it seems impossible to hit a target with a weapon like that from 2.5 miles away. The thought of having the capability to do it though is pretty cool.

I'm unsure how they 'justify' it in the Joe-verse. Other than to note that his main rifle is always hooked up to his back pack which could be though of as a high output generator or mini nuclear reactor. (( you know. Proton pack style))
