All of the movie versions of the exact nature of the IMF contradict the original TV Series which it's technically supposed to be in continuity with. In the original show, Jim Phelps (and before him Dan Briggs) was pretty clearly running the IMF as a private contractor handling things for which the US government needed plausible deniability. That's why the team members had civilian backgrounds (Barney was a genius tech engineer, Rollin and Paris were both stage actors and magicians specializing in impersonation, Cinnamon was an actress and Willy was a weightlifter), that's why they can operate in the US without any restriction and that's why their actions can be "disavowed." If they're caught or killed as private contractors, the government can claim they're acting on their own. That's what disavowed means, which the movies never seemed to figure out. Of course, being a private contractor, Phelps is probably making a lot more money than the DePalma MI (which depicted him as an underpaid government agent) would have us believe. The IMF also routinely had access to non-traceable fortunes far in excess of what DePalma Phelps turned traitor for. Phelps could've siphoned off ten times the amount that he wants in the film, and no one would've been the wiser. These two facts mean that his entire character motivation in the 1996 film is complete nonsense, but he does it anyway so that the plot can happen. It would be far more logical had the villain been someone other than Phelps, but they desperately wanted to turn the classic hero into the villain.
