I figured Delta Force because it's primarily an counter-terrorist unit, and it recruits from all the branches.

If I'm not mistaken, the Green Berets primary mission is to train indigenous forces.

The CIA's para-military wing also came to mind because it recruits from various SpecOps units.

Yeah, it is a cycle of the same story. The Blue Ninjas got taken out by Destro. The Iron Grenadiers wrecked them. Why not leave it at that and if there is an unfinished plotline, use narration from the captured and disconnected leader to close that storyline. Or something.

Just looking at this list of characters, we could imagine a scenario:
Deep in the jungles of Sierra Gordo, Recondo and Falcon lead a team (Cover Girl, Kamakura, Bazooka TF, Barbecue SM, and Outback) to investigate reports of a Cobra factory producing elite BATs for the Crimson Guard. To what end? Some fear that the Legion of the Nameless and Faceless is amassing once again. Will Serpentor return to lead them?

This is awesome. Take my money. This generally was a good structure back in the day.

What did you think of Duke as black ops in the beginning of DDP?

To me, they're primarily soldiers and have that Delta Force status. But they can operate in the CIA realm. There are a lot of CIA-adjacent Joes like Lady J, Chuckles, Snake-Eyes (is CIA), Agent Faces, in my opinion Psyche-Out, and Big Brawler is overtly CIA. But it seems like whenever the Joes have an intelligence mission coming from outside the team's leadership structure that they usually have an Anderson.

From what I've studied about the Green Berets they serve nine primary purposes unconventional warfare, foreign internal defense, direct action, counterinsurgency, special reconnaissance, counterterrorism, information operations, counterproliferation of weapons of mass destruction, and security force assistance. I'm not sure if training indigenous forces fall into those categories or not, but it never came up when I studied them in the US Military History class I recently took when we studied them so I'd say not. The nine tasks I listed above are things the GI Joes actively partake in.

As far as Snake-Eyes, yeah I've seen fans analyze issue #26's cover that way. I think it has to do with the DOD memo in the folder. Tried to find a link to an analysis for you but couldn't after a short while.

Basically in his timeline it would be the period of time before his two LRRP squads. Like when he appeared in Baroness's origin around the death of her brother. I don't think there's any indication of what he was doing in Vietnam necessarily during that time but maybe stuff like political assassination wet work.

Fictional status notwithstanding, the dude lived several military careers before retiring after his disfigurement.

The Marvel comic had overstayed it's welcome by the time they tied SE's past to the Baroness'. That being said, your theory is sound.

I see. So it's part of the unconventional warfare task of the Green Berets. So it is something they do in addition to engaging in counter-terrorism, counter-terrorism, reconnaissance, hostage rescue, etc.
