If it's a matter of who's smarter than Doom's going to take it every time. However if it really boils down to "leadership" then actually I think Serpentor has the edge. He's a military commander by nature, and knows how to motivate and inspire his troops without threatening to disintegrate them if they disobey his will. He understands that it's more powerful to have troops that love and respect you rather than solely fear you. Doom is charismatic, but generally invented the "Darth Vader School of Management." He also hasn't shown much interest in terms of being a military leader. I think if Doom wanted to run an organization like Cobra, he probably would (he'd likely just take over and re-unify HYDRA or something of the sort), but ultimately he doesn't see the point in surrounding himself with folks that would probably try to betray him to advance their own interests (look at what a mess Cobra's leadership has been at times with all the backstabbing, etc...). So basically: Doom is smarter, and vastly more powerful, but Serpentor I think is actually a better leader of men, and better suited to trying to run an organization like Cobra.

Serpentor knows how to motivate troops and inspire them, he will carry the body of a fallen sodlier himself out of battle to show his men that he respects them and cares about their well being. Serpentor is ruthless and politically savy, and has a keen understanding of how to play any situation "Pilot, hit the mark but keep rolling."
Doom is honorable to a point and knows how to earn the respect of his own people, but he rarely engages in direct armed conflict and when he does he prefers to use robotic servants who will follow his exacting standards. He despises the use of underlings, and those he uses to act as his proxys when he doesn't use machines are used only because it is neccesary or the most expiedent way (or sometimes like in the case of the accursed Richards, for delicious irony), an exception being Boris but that's another matter. Doom does not like to saddle himself with inferiors for only Doom knows what's best for the world. Doom may have servants and scientists in his employ, but Cobra just isn't his style.

Doom's a good leader of people. His people in Latveria love him.
But as a military troop leader, yeah Serpentor has him beat there. The one and only place Serpentor has him beat and probably just barely.

Serpentor was the stupidest thing cobra did since equiping their troops with face covering helmets AND goggles!!!
My serpentor is a bloodthirsty war machiene who takes pleasure in killing... Anything and speaks with horrible grammer. |
