If we were to updgade it would be only the E's thier ariframe was reinforced and had not had the problems like the C's have, That being said the F-15 is a sight to behold quite the plane. I grem up below Hill AFB in Utah and we would have a ton of different planes fly in to use the Utah test and training range for combat practice and I always got a kick out of watching the Eagles come in.

We don't really need it as much as Gates would like us to think, and I honestly believe that upgrading the existing 15Es and phasing out C/Ds for the SE would be a better, cheaper option. Plus it'd save a hell of a lot on training; most pilots are familiar enough with the C/D and/or the E.

Problem with the F-22 is that there's no air force to fight. People can't see more than six weeks into the future when it comes to money. That's why the F-22 died. It's so far advanced above anything else out there, it's made itself obsolete by the fact that no one would actually want to try to shoot it down.
And you can't win a war with an F-22. The Air Force will NEVER win a war by itself. Only boots on the ground can do that. Considering that the F-22 is an ACM aircraft and that's it, it is basically a very expensive TOY. Especially with the revolution of RC aircraft (finally), most Combat aircraft are relics from an earlier era when glory and valor meant something. But war is all about killing more of them than you, so it's only a matter of time before drones become the norm. They'd be ten times better than regular fighters at ACM.
