While I don't agree that he's the most important fictional character OAT, I have zero love for any DC aside from Batman and his rogues' gallery. Even the characters that are similar to Marvel's that DC actually created first feel like cheap KOs- they may occasionally stumble across a good concept, but they're often poorly executed.

Well, important doesn't mean best, and I think Superman is more important in the macro than batman.
