I use Oatey clear PVC cleaner. It's for cleaning PVC pipe before cementing parts together. It MUST be the clear (no dye) version or you will permanently turn the figure purple wherever it touches. The clear version is undyed so it leaves no stains. It instantly lifts factory paint, and I do mean instantly. I have a box of q-tips and a cardboard refuse box. Dip one end of the q-tip in the cleaner, swipe off excess on the lip of the jar, clean a part until the cleaner evaporates or the q-tip is saturated with paint, toss the q-tip in the cardboard box and repeat with a fresh q-tip as necessary. Wash the affected parts with warm, soapy water.
This has two caveats: 1) MeK can be dangerous, so read and follow all safety info on the label. 2) Arms, legs (lower legs for Joes, entire legs for MU/SW/IJ), hands, feet, heads, and accessories can all be cleaned with this stuff without ill effect to the part. However, the "hard" plastics of Joe torsos and upper legs will gloss from contact with the cleaner. If you scrub the part with it at all the surface will melt slightly and grab the q-tip fibers. Only the lightest and briefest touch should be used on hard parts, and only with a damp-but-not-wet implement. If you do get some glossing you can buff that away, but it takes time and effort so it's best to avoid it.
