Rain is great, but we're mostly set up to just direct rainwater into storm drains and then, eventually, the ocean. Out west, we rely on the mountain snowpacks for fresh water. We hope for heavy snowfall up there during the winter, slow melts and open reservoirs to store the water through rest of the year. Low snowfall totals, warmer winters and warmer springs all mean not enough water. We're such a half-assed society driven by profit-motive that we've always taken the easiest, less costly course, so we never planned on capturing and storing rainwater for future use when nature provided a cheaper alternative. Many climate change models show we're in for warmer and wetter winters with less snow, and hotter and drier summers, so we better get crackin' on systems to divert rainwater runoff into treatment facilities and enclosed reservoirs or we're plenty fucked.

I've been sparing you all in this thread from my weekly rooting for the Tampa Bay Buccaneers. In case you were missing me going on about it, or have been living under a rock, the returning Champion Bucs are currently 6-1, and Brady leads the League in both Passing Yards and TD's, and just threw his 600th career TD pass on Sunday. Go Bucs!

As far as those open reservoirs, the trouble is that heavy rain is not what they're set up for; they exceed capacity too quickly and we have to basically dump it. This has been an issue up here for more than 10 years now, as we haven't had a normal cold winter for about that long. Luckily flooding is not an issue here, as I'm in the Sierras, but erosion certainly is. Mud/rockslides and washed-out roadways are becoming more and more common. Sinkholes too. I've long maintained that Cali's water issues are as much poor infrastructure as they are weather-centric.
