My brother in law put a giant jug of water in the freezer for use at his job and the freezer temp has gone from its normal 0 up to 9 atm. Wondering if I should take my shit to the neighbors house as I just bought a shit load of meat at a sale yesterday.

It won't make the temp go up but you should remove all food asap because you run a high risk of water poisoning!

the fumes from the ice in the freezer (frost) can get into the water

It depends how warm the water in the jug was. If it was room temp, it would most likely raise the freezer temp a few degrees until the water starts to freeze.
As the water turns to ice, the freezer temp should drop to normal. I personally wouldn't worry about a rise in temp unless it was substantial.
