Damn this is another difficult one to vote on! So many awesome figures! Other than Scoop and Recoil, who are okay, the rest are all top notch figures! I am either going to vote for the H.E.A.T. Viper, Snake Eyes or T.A.R.G.A.T., but leaning towards TARGAT. Along with Darklon and Gnawgahyde, those 3 were the last Joe figures I ever got as a kid.

Night Viper for me. A return to the glory days of Cobra's more grounded yet still stylish design, like Eel or Snow Serpent.

This is a tough one, 1989 was really a badass year. I went with Night Viper because it was awesome to finally have a Cobra sniper-type figure, and his helmet and coloring was so cool. But Snake Eyes v3 was definitely close.

Now, I think Rock n' Roll v2 was a fantastic figure, but I really, really hate his quad-mini-gun. It's like they watched Predator and tried to one-up it to the max. Like, just a single mini-gun and backpack would have been sufficient guys... but his lever-action was a nice touch.
