Definitely doesn't say Hasbro on his butt there next to 1998.

This looks like one of the 1998(?) keychain figures, just with the glued in backpack keychain holding bit removed -
https://www.yojoe.com/archive/nottoys/keychainset.shtml This one was from the recolored box set. Pretty neat find that's not all that common! I got a few of the regular marines and soldiers back then, they were pretty affordable and some of my earliest army building.

Yeah I get the feeling the boxset wasn't as common as the individual figures, because I only saw it once back then!
