I have no idea who this is and a friend of mine says his mother worked at Hasbro in the 1980s and he has some of these sealed in baggies. It's the white haired guy with Charbroil, Iceberg and Lamprey.

That's definitely Shang Tsung from Hasbro's 1994 Mortal Kombat line. The figure came in two versions. The carded version had a blue outfit. The one in black you have was packaged with a boat called the Dragon Wing.
