Im stumped, these might not be GI JOE at all...thoughts?

The helmets on the right are the Steel Brigade mold likely from the Valor vs Venom Anti-Venom Task Force set.

Those are probably both from modern-era Joe figures, not vintage. The helmets in the second photo look like they belong to m-e Steel Brigade, perhaps custom painted?

I think you're right. Looking closely, one of the helmets appears to say "ROADBLOCK" on it. The Anti-Venom figures all came with versions of that helmet with their names written on it.

The 1st photo is from a 21st Century Ultimate Soldier line.

I had a bunch of them, but I can't put my finger on what he came with. Might have been one version of the Huey.
