Is this Cobra Commander legit?

Just curious if this Cobra Commander figure has had any changed out parts. His elbow area especially has a lighter blue tint. Is that normal or has parts been a changed?

The elbows on mine were like that as a kid. Less pronounced, but yeah. Looks legit to me.

It's pretty common for the plastic at the elbows to fade faster than the rest of the figure.
