Is This The Rarest 1980’s Figure , Cannot I.D. Anywhere..

I have a short sleeve cobra soldier. Recently purchased the G.I. Joe book 3rd edition. Figuring this figure had to be in there. It is not. Has anyone seen this figure before or know what vehicle it came with? Thanks for the help.

I'm pretty sure those arms belong to 1985 Tele-viper.

I just pulled my telev viper and I think you might be correct. It seems so hard to believe because it is nice and tight and bought this from original owner 25 years ago with pile of old figures . Everything was complete with file card. Did not see any Frankenstein stuff.

It cannot possibly be anything else.....Some reason I thought the telel viper cobra emblem was purple on sleeve
