Does anyone know who this figure is or what toy line he is from? I think he's been painted as there's original paint showing through some of the paint wear. However, I'm in two minds as to strip the paint or not.

No idea. I wouldn't do anything to him until you have some idea where he came from. Might destroy some rare prototype thing or something...unlikely, but possible.

Is there a date stamp on it? That could narrow it down, at least.

Looks more like GI.Jose.
Honestly doesn't look familiar. If I had to guess I would start with Lanard Corps.

Definitely looks like a custom figure. The legs are fairly "thin" as if they have been sanded down and painted over and the helmet looks bulbous and reminiscent of a Battle Force 2000 figure.
