You need some girls in there. Scarlet for sure. But if you want to be a bit different how about Chuckles and Crazylegs. Underated figures IMO. I also love Airtight.

Repeater This only includes figures up to 1988, but there are some nice military looking ones after that as well, like Backblast for instance.

I would pick Dial Tone for communications and Bazooka for anti-armor capabilities. Snake Eyes, Spirit and Recondo don't seem the types to roll in a large group; Ripcord is more suited for aerial assaults.

If I were to start from scratch -
Driver - Clutch Shot Gun - Hawk v2 Back two seats - Roadblock v1 & Rock n Roll v1 Other 14 - Duke Stalker v1 Flint Lady Jaye Snake Eyes v2 Gung Ho Beach Head Low-Light Doc Falcon Recondo Outback Leatherneck Tunnel Rat But everyone has their own ideas, and this idea as a whole makes me want to look for a cheap APC and some cheap incomplete RAH figures |
