I just bought this bad boy but when it was delivered it looks like the o-ring is broken. I am new to collecting and wanted to see if anyone can help me identify if this is in fact a broken o-ring. The legs sway side to side unevenly when the card is tilted and they look very loose. Here are some pictures. Any help would be appreciated.

Certainly looks that way. At least the bubble is confining enough where he's staying together.
Not sure how/if this affects the value, broken o-rings are an unfourtunate certainty, even with moc figures... |

I'd second this; if I were you, I wouldn't jostle it too much because it would really drop the value if it broke completely apart.

Send it back.....there's absolutely no way to repair it, and the actual value of the item is in the tank because of the broken o ring.

I don't think the toys r us price tag looked like that in 82. Although I could be wrong.

Pretty sure it was. I recall seeing old figures with a similar tag before. As for the figure, yeah the o-ring is broken for sure. It's still not bad for display but the collectable value took a nose dive for sure. If you have the option to get a refund, that is probably a good choice.

As time marches on all O-ring shall fail.
The Toys r' Us sticker is correct. Options: Send it back, ask for a discount or keep it - simple...
