So the WHALE is one of the most iconic and epic vehicles of the ARAH run. Its enormous, fits multiple joes and has a multitude of excellent play features. And its a hovercraft. Well sort of anyway. In the cartoon it acts much more like a boat, its relativly quiet and the black inflatable "balloon" never colapses when the hovercraft is at rest:
An actual hovercraft uses large engines to inflate the "balloon" in order to give it actual hovering abilities. These engines are extremely loud. So my question is this, is it a hovercraft to you, or does it function more like a boat? In my mind its always acted more as a boat and I'm okay with that.

To me, the WHALE is a hovercraft.
It's not loud in the cartoons because you wouldn't hear anything else. The inflating and deflating... or actually the lack of, is just laziness with the animators.

i would go with boat because it has a bottom compartment that opens and shoots a sled out and wouldnt be there on a actual hovercraft

agreed. The compartment opens up right where the "balloon" would be on the front. Although, I guess it serves as a boat that can go on land too. lol. Works for me.

They actually have Hovercraft that are still used by the private sector (especially in Asia) and were once used by the U.S. military that constantly stay inflated. My grandpa once went on a training mission when he was in the Army in the late 50s on a hovercraft that looked exactly like the WHALE --- well, at least that's what he told me when he bought it for me way back in 1984.

Sci-fi hovercraft (i.e. sled coming out ) Just like all the best Joe vehicles are reality based with some Sci-fi / fantasy touches.
Just a little off-topic. Hasbro really, really needs to re-release this vehicle. It would sell like hot-cakes! I would so buy this in a heartbeat!

i alweys looked at it as a boat but a hovercraft as well, lol not really sure but either way its awsome. make the whale hasbro!

It's supposed to be a hovercraft, technically not a boat. But its a TOY, so it doesn't actually function like a REAL hover craft, and the cartoon didn't depict it as such because it was a CARTOON. If it was a boat it would have a rigid hull and underwater screw or hydro-jet for propulsion. Instead it has a flat bottom, inflatable skirt and air fans for propulsion. Take it from an Alaskan fisherman's son who's spent months at sea, it's NOT a boat.
(Although, it could be referred to as a "a boat" or "the boat" colloquially as it is a seagoing vessel.)
