The two cobra figures were definitely not made from "Joe stock". Figures from another line were used (I forget which one), presumably just to have something to take a picture of for the catalog.
It was not unusual at all for Hasbro to use prototypes for their catalog pictures - they did it for their in-house product catalogs and also for Sears, JC Penney, etc. If you look closely, you can see several differences between the catalog pics and the final version of the toys. In this one the Cobras are obvious, but Short Fuze has yellow pockets on his upper arms, Rock & Roll appears to have a different head sculpt (could just be the angle though), and most interestingly to me, Flash and Short Fuze are rocking black visors. There's a catalog pic from one of the later years that shows Mainframe with his little computer on legs (that's why it has the little holes on the back), there's a really neat one of a completely different sculpt of Golobulus, and there's one from 1994 that shows both Gears and Techno Viper v2 with different paint apps.

What a awesome catalog!, thanks for posting! Nobody had any idea in 82 what was starting and how long this line would last. Amazing when you think about it.

THe Cobra Troopers pictured were made from CHIPs figures iirc...Mego CHIPs figures.

I don't actually have it, I saw it on ebay back around Febuary and tried to win it but it went too high. So I saved the pictures from the auction, seemed like something pretty rare I would never see again. I've been deleteing lots of old stuff of my computer and came across these yesterday and thought I should share them with the tank.

They were taken at the same time as the first toy catalog, slightly rearranged. This catalog went to potential toy buyers and is pretty rare.

Short-fuse looks like he has a completely different headsculpt as well. You can see the sculpt better of him in the second set of pics. Also I remember always wanting the different Gulobulus figure from the catelog cause I wanted the version that could stand on his own. Stoopid long stiff tail.
